The UK Government has unveiled a comprehensive paper addressing the capabilities and risks associated with frontier AI.

UK Prime Minister Rishi Sunak has spoken today on the global responsibility to confront the risks highlighted in the report and harness AI’s potential. Sunak emphasised the need for honest dialogue about the dual nature of AI: offering unprecedented opportunities, while also posing significant dangers.

“AI will bring new knowledge, new opportunities for economic growth, new advances in human capability, and the chance to solve problems we once thought beyond us. But it also brings new dangers and new fears,” said Sunak.

“So, the responsible thing for me to do is to address those fears head-on, giving you the peace of mind that we will keep you safe while making sure you and your children have all the opportunities for a better future that AI can bring.

“Doing the right thing, not the easy thing, means being honest with people about the risks from these technologies.”

The report delves into the rapid advancements of frontier AI, drawing on numerous sources. It highlights the diverse perspectives within scientific, expert, and global communities regarding the risks associated with the swift evolution of AI technology. 

The publication comprises three key sections:

  1. Capabilities and risks from frontier AI: This section presents a discussion paper advocating further research into AI risk. It delineates the current state of frontier AI capabilities, potential future improvements, and associated risks, including societal harms, misuse, and loss of control.
  2. Safety and security risks of generative AI to 2025: Drawing on intelligence assessments, this report outlines the potential global benefits of generative AI while highlighting the increased safety and security risks. It underscores the enhancement of threat actor capabilities and the effectiveness of attacks due to generative AI development.
  3. Future risks of frontier AI: Prepared by the Government Office for Science, this report explores uncertainties in frontier AI development, future system risks, and potential scenarios for AI up to 2030.

The report – based on declassified information from intelligence agencies – focuses on generative AI, the technology underpinning popular chatbots and image generation software. It foresees a future where AI might be exploited by terrorists to plan biological or chemical attacks, raising serious concerns about global security.

Sjuul van der Leeuw, CEO of Deployteq, commented: “It is good to see the government take a serious approach, offering a report ahead of the Safety Summit next week however more must be done.

“An ongoing effort to address AI risks is needed and we hope that the summit brings much-needed clarity, allowing businesses and marketers to enjoy the benefits this emerging piece of technology offers, without the worry of backlash.”

The report highlights that generative AI could be utilised to gather knowledge on physical attacks by non-state violent actors, including creating chemical, biological, and radiological weapons.

Although companies are working to implement safeguards, the report emphasises the varying effectiveness of these measures. Obstacles to obtaining the necessary knowledge, raw materials, and equipment for such attacks are decreasing, with AI potentially accelerating this process.

Additionally, the report warns of the likelihood of AI-driven cyber-attacks becoming faster-paced, more effective, and on a larger scale by 2025. AI could aid hackers in mimicking official language, and overcome previous challenges faced in this area.

However, some experts have questioned the UK Government’s approach.

Rashik Parmar MBE, CEO of BCS, The Chartered Institute for IT, said: “Over 1,300 technologists and leaders signed our open letter calling AI a force for good rather than an existential threat to humanity.

“AI won’t grow up like The Terminator. If we take the proper steps, it will be a trusted co-pilot from our earliest school days to our retirement.

The AI Safety Summit will aim to foster healthy discussion around how to address frontier AI risks, encompassing misuse by non-state actors for cyberattacks or bioweapon design and concerns related to AI systems acting autonomously contrary to human intentions. Discussions at the summit will also extend to broader societal impacts, such as election disruption, bias, crime, and online safety.

Claire Trachet, CEO of Trachet, commented: “The fast-growing nature of AI has made it difficult for governments to balance creating effective regulation which safeguards the interest of businesses and consumers without stifling investment opportunities. Even though there are some forms of risk management and different reports coming out now, none of them are true coordinated approaches.

“The UK Government’s commitment to AI safety is commendable, but the criticism surrounding the summit serves as a reminder of the importance of a balanced, constructive, and forward-thinking approach to AI regulation.”

If the UK Government’s report is anything to go by, the need for collaboration around proportionate but rigorous measures to manage the risks posed by AI is more imperative than ever.

The global AI Safety Summit is set to take place at the historic Bletchley Park on 1 – 2 November 2023.

AI News caught up with Bob Briski, CTO of DEPT®, to discuss the intricate fusion of creativity and technology that promises a new era in digital experiences.

At the core of DEPT®’s approach is the strategic utilisation of large language models. Briski articulated the delicate balance between the ‘pioneering’ and ’boutique’ ethos encapsulated in their tagline, “pioneering work on a global scale with a boutique culture.”

While ‘pioneering’ and ’boutique’ evokes innovation and personalised attention, ‘global scale’ signifies the broad outreach. DEPT® harnesses large language models to disseminate highly targeted, personalised messages to expansive audiences. These models, Briski pointed out, enable DEPT® to comprehend individuals at a massive scale and foster meaningful and individualised interactions.

“The way that we have been using a lot of these large language models is really to deliver really small and targeted messages to a large audience,” says Briski.

However, the integration of AI into various domains – such as retail, sports, education, and healthcare – poses both opportunities and challenges. DEPT® navigates this complexity by leveraging generative AI and large language models trained on diverse datasets, including vast repositories like Wikipedia and the Library of Congress.

Briski emphasised the importance of marrying pre-trained data with DEPT®’s domain expertise to ensure precise contextual responses. This approach guarantees that clients receive accurate and relevant information tailored to their specific sectors.

“The pre-training of these models allows them to really expound upon a bunch of different domains,” explains Briski. “We can be pretty sure that the answer is correct and that we want to either send it back to the client or the consumer or some other system that is sitting in front of the consumer.”

One of DEPT®’s standout achievements lies in its foray into the web3 space and the metaverse. Briski shared the company’s collaboration with Roblox, a platform synonymous with interactive user experiences. “We have this internal project called The Greenhouse where we take these seeds of ideas and try to grow them into something that’s tough enough to handle the external world,” says Briski. “The ones that do survive are much more ready to use with our clients.”

While the allure of AI-driven solutions is undeniable, Briski underscored the need for caution. He warns that AI is not inherently transparent and trustworthy and emphasises the imperative of constructing robust foundations for quality assurance.

DEPT® employs automated testing to ensure responses align with expectations. Briski also stressed the importance of setting stringent parameters to guide AI conversations, ensuring alignment with the company’s ethos and desired consumer interactions.

“It’s important to really keep focused on the exact conversation you want to have with your consumer or your customer and put really strict guardrails around how you would like the model to answer those questions,” explains Briski.

In a recent study, cloud-native network detection and response firm ExtraHop unveiled a concerning trend: enterprises are struggling with the security implications of employee generative AI use.

Their new research report, The Generative AI Tipping Point, sheds light on the challenges faced by organisations as generative AI technology becomes more prevalent in the workplace.

The report delves into how organisations are dealing with the use of generative AI tools, revealing a significant cognitive dissonance among IT and security leaders. Astonishingly, 73 percent of these leaders confessed that their employees frequently use generative AI tools or Large Language Models (LLM) at work. Despite this, a staggering majority admitted to being uncertain about how to effectively address the associated security risks.

When questioned about their concerns, IT and security leaders expressed more worry about the possibility of inaccurate or nonsensical responses (40%) than critical security issues such as exposure of customer and employee personal identifiable information (PII) (36%) or financial loss (25%).

Raja Mukerji, Co-Founder and Chief Scientist at ExtraHop, said: “By blending innovation with strong safeguards, generative AI will continue to be a force that will uplevel entire industries in the years to come.”

One of the startling revelations from the study was the ineffectiveness of generative AI bans. About 32 percent of respondents stated that their organisations had prohibited the use of these tools. However, only five percent reported that employees never used these tools—indicating that bans alone are not enough to curb their usage.

The study also highlighted a clear desire for guidance, particularly from government bodies. A significant 90 percent of respondents expressed the need for government involvement, with 60 percent advocating for mandatory regulations and 30 percent supporting government standards for businesses to adopt voluntarily.

Despite a sense of confidence in their current security infrastructure, the study revealed gaps in basic security practices.

While 82 percent felt confident in their security stack’s ability to protect against generative AI threats, less than half had invested in technology to monitor generative AI use. Alarmingly, only 46 percent had established policies governing acceptable use and merely 42 percent provided training to users on the safe use of these tools.

The findings come in the wake of the rapid adoption of technologies like ChatGPT, which have become an integral part of modern businesses. Business leaders are urged to understand their employees’ generative AI usage to identify potential security vulnerabilities.

In a world where sensational headlines about AI and autonomous robots dominate the media landscape, a new report sheds light on a different narrative.

The research, funded by the Nuffield Foundation, explores the nuanced impacts of AI adoption on jobs and work quality. Contrary to the doomsday predictions, the report suggests that AI could have a positive influence on employment and job quality.

The study, conducted by the Institute for the Future of Work (IFOW), indicates that AI adoption is already well underway in UK firms. However, rather than leading to widespread job loss, it suggests that AI has the potential to create more jobs and improve the quality of existing ones.

Anna Thomas, Co-Founder and Director of the IFOW, expressed optimism about the study’s results: “This report not only highlights that the adoption of AI is well underway across UK firms but that it is possible for this tech transformation to lead to both net job creation and more ‘good work’ – great news as we look to solve the UK’s productivity puzzle.”

“With the [UK-hosted global] AI Summit fast approaching, Government must act urgently to regulate, legislate and invest so that UK firms and workers can benefit from this fast-moving technology.”

One key takeaway from the study is the importance of regional investment in education and infrastructure to make all areas of the UK ‘innovation ready.’ The study also emphasises the need for firms to engage workers when investing in automation and AI.

Taking these suggested actions could help ensure that the benefits of AI are distributed more evenly across regions and demographics, reducing existing inequalities.

Professor Sir Christopher Pissarides, Nobel Laureate and Co-Founder of IFOW, stressed the significance of placing “good jobs” at the heart of an economic and industrial strategy in the age of automation. He believes that the study provides valuable insights into how this can be achieved.

The IFOW’s study suggests that with the right approach, AI adoption can lead to a positive transformation of the labour market. By investing in education, infrastructure, and worker engagement, the UK can harness the potential of AI to create more jobs and improve job quality across the country.

Matt Robinson, Head of Nations and Regions, techUK, commented: “Realising the benefits of technologies like AI for all will mean getting the right foundations in place across areas like digital infrastructure and skills provision in every part of the UK to enable and create high-quality digital jobs.

“Access to good digital infrastructure, as well as skills and talent, is a priority for techUK members, and the Institute’s work provides welcome insights into their importance for creating good work throughout the country.”

While the IFOW’s study paints a more positive outlook on the adoption of AI than most headlines, it will be an uphill battle to convince the wider public.

A poll of US adults released this week by Mitre-Harris found the majority (54%) believe the risks of AI and just 39 percent of adults said they believed today’s AI technologies are safe and secure — down nine points from the previous survey.

As the AI industry continues to evolve, urgent action from governments, employers, and employees is essential to realise the opportunities, manage the risks, and convince a wary public of the technology’s benefits.

A survey by GitLab has shed light on the views of developers on the landscape of AI in software development.

The report, titled ‘The State of AI in Software Development,’ presents insights from over 1,000 global senior technology executives, developers, and security and operations professionals.

The report reveals a complex relationship between enthusiasm for AI adoption and concerns about data privacy, intellectual property, and security.

“Enterprises are seeking out platforms that allow them to harness the power of AI while addressing potential privacy and security risks,” said Alexander Johnston, Research Analyst in the Data, AI & Analytics Channel at 451 Research, a part of S&P Global Market Intelligence.

While 83 percent of the survey’s respondents view AI implementation as essential to stay competitive, a significant 79 percent expressed worries about AI tools accessing sensitive information and intellectual property.

Impact on developer productivity

AI is perceived as a boon for developer productivity, with 51 percent of all respondents citing it as a key benefit of AI implementation. However, security professionals are apprehensive that AI-generated code might lead to an increase in security vulnerabilities, potentially creating more work for them.

Only seven percent of developers’ time is currently spent identifying and mitigating security vulnerabilities, compared to 11 percent allocated to testing code. This raises questions about the widening gap between developers and security professionals in the AI era.

Privacy and intellectual property concerns

The survey underscores the paramount importance of data privacy and intellectual property protection when selecting AI tools. 95 percent of senior technology executives prioritise these aspects when choosing AI solutions.

Moreover, 32 percent of respondents admitted to being “very” or “extremely” concerned about introducing AI into the software development lifecycle. Within this group, 39 percent cited worries about AI-generated code introducing security vulnerabilities, and 48 percent expressed concerns that AI-generated code may not receive the same copyright protection as code produced by humans.

AI skills gap

Despite optimism about AI’s potential, the report identifies a disconnect between organisations’ provision of AI training resources and practitioners’ satisfaction with them. 

While 75 percent of respondents stated that their organisations offer training and resources for using AI, an equivalent proportion expressed the need to seek resources independently—suggesting that the available training may be insufficient.

A striking 81 percent of respondents said they require more training to effectively utilise AI in their daily work. Furthermore, 65 percent of those planning to use AI for software development indicated that their organsations plan to hire new talent to manage AI implementation.

David DeSanto, Chief Product Officer at GitLab, said:

The UK’s National Cyber Security Centre (NCSC) has issued a stark warning about the increasing vulnerability of chatbots to manipulation by hackers, leading to potentially serious real-world consequences.

The alert comes as concerns rise over the practice of “prompt injection” attacks, where individuals deliberately create input or prompts designed to manipulate the behaviour of language models that underpin chatbots.

Chatbots have become integral in various applications such as online banking and shopping due to their capacity to handle simple requests. Large language models (LLMs) – including those powering OpenAI’s ChatGPT and Google’s AI chatbot Bard – have been trained extensively on datasets that enable them to generate human-like responses to user prompts.

The NCSC has highlighted the escalating risks associated with malicious prompt injection, as chatbots often facilitate the exchange of data with third-party applications and services.

“Organisations building services that use LLMs need to be careful, in the same way they would be if they were using a product or code library that was in beta,” the NCSC explained.

“They might not let that product be involved in making transactions on the customer’s behalf, and hopefully wouldn’t fully trust it. Similar caution should apply to LLMs.”

If users input unfamiliar statements or exploit word combinations to override a model’s original script, the model can execute unintended actions. This could potentially lead to the generation of offensive content, unauthorised access to confidential information, or even data breaches.

Oseloka Obiora, CTO at RiverSafe, said: “The race to embrace AI will have disastrous consequences if businesses fail to implement basic necessary due diligence checks. 

“Chatbots have already been proven to be susceptible to manipulation and hijacking for rogue commands, a fact which could lead to a sharp rise in fraud, illegal transactions, and data breaches.”

Microsoft’s release of a new version of its Bing search engine and conversational bot drew attention to these risks.

A Stanford University student, Kevin Liu, successfully employed prompt injection to expose Bing Chat’s initial prompt. Additionally, security researcher Johann Rehberger discovered that ChatGPT could be manipulated to respond to prompts from unintended sources, opening up possibilities for indirect prompt injection vulnerabilities.

The NCSC advises that while prompt injection attacks can be challenging to detect and mitigate, a holistic system design that considers the risks associated with machine learning components can help prevent the exploitation of vulnerabilities.

A rules-based system is suggested to be implemented alongside the machine learning model to counteract potentially damaging actions. By fortifying the entire system’s security architecture, it becomes possible to thwart malicious prompt injections.

The NCSC emphasises that mitigating cyberattacks stemming from machine learning vulnerabilities necessitates understanding the techniques used by attackers and prioritising security in the design process.

Jake Moore, Global Cybersecurity Advisor at ESET, commented: “When developing applications with security in mind and understanding the methods attackers use to take advantage of the weaknesses in machine learning algorithms, it’s possible to reduce the impact of cyberattacks stemming from AI and machine learning.

“Unfortunately, speed to launch or cost savings can typically overwrite standard and future-proofing security programming, leaving people and their data at risk of unknown attacks. It is vital that people are aware that what they input into chatbots is not always protected.”

As chatbots continue to play an integral role in various online interactions and transactions, the NCSC’s warning serves as a timely reminder of the imperative to guard against evolving cybersecurity threats.

OpenAI has unveiled ChatGPT Enterprise, a version of the AI assistant tailored for businesses seeking advanced capabilities and reliable performance.

The crux of its appeal lies in its enhanced features, including an impressive 32,000-token context window. This upgrade enables ChatGPT Enterprise to process extended pieces of text or hold prolonged conversations, allowing for more nuanced and comprehensive exchanges.

One of the most significant leaps forward is the elimination of usage limits. Enterprise users will enjoy unrestricted access to GPT-4 queries that are delivered at accelerated speeds, heralding a new era of streamlined interactions and rapid data analysis.

Jorge Zuniga, Head of Data Systems and Integrations at Asana, said:

“ChatGPT Enterprise has cut down research time by an average of an hour per day, increasing productivity for people on our team. It’s been a powerful tool that has accelerated testing hypotheses and improving our internal systems.”

Security-conscious businesses can rest assured as ChatGPT Enterprise boasts a robust security framework. Data encryption “at rest” and “in transit” ensures data privacy through AES 256 and TLS 1.2+ technologies respectively. Customer prompts and sensitive corporate data also remain untapped for OpenAI model training.

In an era where data security is paramount, ChatGPT Enterprise has obtained SOC 2 compliance—providing some extra confidence in its stringent adherence to security, availability, processing integrity, and privacy standards.

Furthermore, the introduction of an administrative console enables efficient member management, domain verification, and single sign-on (SSO), catering to the complex needs of large-scale deployments.

OpenAI’s blog post touts ChatGPT’s impressive adoption. With over 80 percent uptake in Fortune 500 companies, industry titans such as Block, Canva, and PwC are utilising ChatGPT Enterprise to expedite tasks ranging from coding to crafting clearer communications.

Based on a Deloitte survey of CEOs, 79 percent of chief executives are of the opinion that generative AI will enhance operational efficiencies. Additionally, 52 percent of the surveyed CEOs hold the view that it will open up growth prospects, while 55 percent acknowledge that they are currently exploring or testing AI solutions.

Another study by Gartner revealed that 45 percent of top-level executives mentioned that exposure to ChatGPT had motivated them to boost their investments in AI. This trend is likely to continue with the introduction of ChatGPT Enterprise.

Claire Trachet, CEO and founder of business advisory Trachet, commented:

“As we saw with the debut of ChatGPT, investor confidence naturally grew with everyone wanting to capitalise on new technology that will inevitably change the way we work on a day-to-day basis. 

This is also coming at a time when the AI arms race is becoming more competitive, and consumers are becoming more familiar with AI technology. As a result, consumers and businesses are becoming more inclined to use and integrate this technology into their lives and businesses.

For startups and smaller businesses, this will act as a way to help them scale up in a more cost-effective way through M&A deals and gain investor interest.”

Amidst the fervour surrounding ChatGPT Enterprise, questions emerge about its potential to transform business processes. Andrej Karpathy of OpenAI believes it may become as essential as spreadsheets.

Danny Wu, Head of AI Products at Canva, said:

“From engineers troubleshooting bugs, to data analysts clustering free-form data, to finance analysts writing tricky spreadsheet formulas—the use cases for ChatGPT Enterprise are plenty.

It’s become a true enabler of productivity, with the dependable security and data privacy controls we need.”

However, it’s crucial to reiterate that GPT-4’s strengths lie more in analysis, explanation, summary, and translation, rather than being an infallible source of facts.

Pricing for ChatGPT Enterprise remains undisclosed. Enterprises looking to get started will have to wait for more information on how much this potentially groundbreaking AI tool will cost them.

The inaugural ‘UK AI Week in Bangkok’ was hosted by the British embassy to foster discussions on AI governance and applications.

Held between 15-18 August, the four-day event served as a dynamic platform to spotlight the country’s AI prowess and strengthen the growing partnership between the UK and Thailand.

The week kicked off with a high-level policy roundtable on 15th August at the Eastin Grand Hotel Phayathai, where esteemed experts and policymakers from both nations gathered. 

Distinguished representatives included experts from the Alan Turing Institute, Institute of Analytics, Surrey Institute for People-Centred Artificial Intelligence, and the Foreign, Commonwealth, and Development Office.

Roundtable discussions delved into critical topics such as AI regulation and governance, investment strategies, the potential impact of AI across various sectors, and its role as a force for positive change.

Following the policy roundtable, an AI Week reception was held at the Ambassador’s Residence. The event, attended by UK experts, Thai government officials, and multilateral organisations like UNESCO, provided an opportunity to unveil the UK’s AI strategy and facilitate the establishment of new relationships between stakeholders.

A highlight of the week was the participation of nine British AI and data businesses in the GREAT Pavilion at the TechSauce Global Summit, held at the Queen Sirikit National Convention Centre from August 16 to 17.

The summit drew over 15,000 tech experts, investors, and businesses, and showcased the diverse commercial capabilities of UK enterprises in sectors spanning agriculture, finance, climate, design, and cybersecurity.

Attendees had the chance to engage in workshops led by UK experts, covering AI applications in health, public services, and national AI strategy development. British businesses and experts also contributed to discussions on topics like climate tech, femtech, and air quality, and presented their innovations to local venture capitalists.

Natalie Black, His Majesty’s Trade Commissioner for Asia Pacific, expressed enthusiasm about the event, saying, “With over 160 unicorns and a tech sector worth $1 trillion, the UK looks forward to offering our expertise and partnership in developing AI for good. I am excited to see deepening tech collaborations between our two countries.”

The week’s activities concluded with the ‘Turing Night’ event on 18th August at Icon Siam. The event, attended by over 150 government officials, tech businesses, and investors, featured an exhibition, networking reception, panel discussion on AI, and a screening of the film ‘The Imitation Game’.

David Thomas, British Charge d’Affaires to Thailand, remarked, “UK AI Week epitomises the modern spirit of collaboration between the UK and Thailand, fostering innovation and advancing free and ethical AI development.”

The success of the UK AI Week in Bangkok underscores the UK’s dedication to technological advancement and international collaboration in shaping the future of AI for the betterment of society.

Solidifying its global AI leadership, the UK will hold a ‘Safety Summit’ in November. The event will be held at Bletchley Park, home to the infamous codebreakers of World War Two —including, of course, Alan Turing.

The UK Government also announced a £100 million fund last week that will be used to bolster the production of homegrown AI chips.

The UK is home to a handful of relevant established companies like Arm – in addition to promising startups like Graphcore – but most firms operating in the country are US-based. The government hopes the fund will help to boost the UK’s position in AI hardware production although experts have expressed concern the pot is far too low in comparison to peers.
